 Muir Central College, now part of the Science Faculty of Allahabad University

Allahabad University , is a premier Central University located in Allahabad, Uttar Pradesh, India. Its origins lie in the Muir Central College, named after Lt. Governor of North-Western Provinces, Sir William Muir in 1876, who suggested the idea of a Central University at Allahabad, which later evolved to the present University, and at one point it was called the "Oxford of the East", and on June 24, 2005 its Central University status was restored through the 'University Allahabad Act, 2005', of the Parliament of India.

History :

The foundation stone of the Muir Central College, was laid by Governor-General of India, Lord Northbrook on December 9, 1873. The college was named after Sir William Muir, Lt. Governor of United Province, who was instrumental in its foundation. The building was designed by William Emerson, who also designed Victoria Memorial in Kolkata and Crawford Market in Mumbai in a combination of Indo-Saracenic, Egyptian and Gothic styles.
Initially it functioned under, University of Calcutta, and later, on 23 September 1887, the University of Allahabad was established, making it the fourth modern university established in India.
It began as an affiliating and examining body for graduate and postgraduate degrees with a classical orientation and the responsibility for secondary education as well. By 1904 the university established its own teaching departments and instituted doctoral research programmes. The University Senate hall was opened by the Lieutenant-Governor, Sir John Hewett, in 1912. In 1921, with the promulgation of the 'Allahabad University Act of 1921', the Muir Central College merged with University, which was re-organised as a unitary teaching and residential University. Over the next few years its affiliated colleges were transferred to Agra University and the task of conducting secondary-level examinations was relocated.
In 1951, the University (while maintaining its fundamental unitary character) recognised certain local institutions as Associated Colleges authorised to teach undergraduate courses under the Faculties of Arts, Commerce, Science, and Law.
The university has had on its rolls a host of politicians and statesmen including one President and two Vice-Presidents of the country, two former Prime Ministers, several Union and State ministers, at least four Chief Justices of the Supreme Court, besides a large number of senior bureaucrats.
In view of these achievements by the Institution, as well as its position among the universities of Uttar Pradesh, the State Government accorded it formal recognition in July 1992 as a ‘Premier Institution’ (Vishesh Agrani Sanstha).
In 1987, the university completed one hundred years of establishment. It was during the centenary celebrations of the University that the demand for "Central status" to the University was made unanimously by the students, faculty, and employees. After a sustained campaign, the Government of India finally acceded to the public demand. In December 2004, a Bill was introduced in Parliament proposing to recognise the University of Allahabad as an ‘Institution of National Importance’ to restore the Central character of the University. Both Houses of the Parliament passed "The University of Allahabad Act, 2005" in May 2005.
On 23 June 2005, the President of India gave his assent to the bill and the university was declared an 'Institution of National Importance' once again. The Government of India issued the gazette notification on July 11, 2005, and the university started functioning as a Central University on July 14, 2005.
The University of Allahabad Act, 2005 has provided for the following to be deemed as the Constituent Colleges of the University:
  • The five faculties of Arts, Commerce, Law, Medicine, and Science,
  • Three university institutes - the Institute of Inter-Disciplinary Studies, the Institute of Professional Studies, and the National Centre of Experimental Mineralogy and Petrology) and one Independent University Centre (The Centre of Behavioural and Cognitive Sciences,
  • One university college - the Motilal Nehru Medical College and Swarup Rani Nehru Hospital, Allahabad,
  • Three constituent institutes - the Govind Ballabh Pant Social Science Institute, Allahabad, the Harish Chandra Research Institute of Mathematics and Mathematical Physics, Allahabad and the Kamla Nehru Post-graduate Medical Institute, Allahabad,
  • Eleven local institutions.

Achievements :

Two of its departments namely Ancient History, Culture and Archaeology, and Psychology, are recognised as UGC Centres of Advanced Study, and five more are (or have been) UGC Departments of Special Assistance. Several departments in the Faculty of Science are covered by the COSIST and FIST Programmes. Several major research projects awarded by national R&D agencies have been successfully completed, and Departmental or Inter-Departmental Research Groups and individual faculty members are carrying out projects.
These projects (as well as earlier and current collaborative academic programmes with agencies such as the CSIR, the DST, the DBT, the DOD, the DoS, the DRDO, ICSSR, ICHR, UGC, NCERT, Planning Commission etc.) have helped augment and expand research facilities and infrastructure. The CSIR has granted a ‘Chair’ to the university on Intellectual Property Rights (IPR), and the university has already prepared a Plan of Action in the IPR field. The UGC has established the M. N. Saha Chair, the Munshi Prem Chand Chair and the Nirala Chair in the Physics, Urdu and Hindi Departments respectively.
The university has professional programmes in Business Management, Electronic and Tele-communication Engineering, Law, Medicine, Educational Training, Human Resource Development and Management, Journalism and Mass Communication among others. In accordance with the UGC Scheme for vocational courses, vocational options have been provided in the graduate degree programmes.
The university has developed post-graduate professional courses, and such courses are being offered by the Institute of Professional Studies (IPS). The Centre of Food Technology and Centre of Computer Education are two activities, which offer Diploma Certificate Courses.
The university has established the Institute of Inter-disciplinary Studies (IIDS)in 2000, designed as a loose collective of Centres. Centres of IIDS: K. Banerjee Centre of Atmospheric and Ocean Studies, M N Saha Centre of Space Studies, Biotechnology, Mobile Communication for Developing Countries (CMCDC), Bio-medical NMR, and Consciousness Studies have already started working. Other planned centres will cover inter-disciplinary areas such as Environmental Science, Genetic Engineering, Intellectual Property Rights (IPR), Human Resource Development, and Globalisation and its Effects. It is already conducting a post-graduate programme and several high-end research projects.
The activities of the IIDS are funded by project and other grants from national agencies and institutes by the faculty members of the iversity. The IIDS is seeking special grants for infrastructure and research faculty and staff to enlarge the scope of its activities. The UGC has sanctioned teaching positions for several centres of IIDS.
The university has instituted an inter-disciplinary undergraduate science programme (Applied Sciences) with the objective of inculcating a cross-disciplinary approach involving the Physical Sciences and Biology streams, to give grounding for higher post-graduate studies in such subjects as Biophysics, Biochemistry, Biotechnology, Bio informatics, Environmental Science, NanoScience, Nano Technology, and Medical Physics.
Many university departments in the modular pattern, by themselves or in co-operation with other departments, have initiated or worked out self-financing diploma and proficiency courses. The Department of Psychology, for instance, had instituted a professional inter-disciplinary M. Psy. (Master of Psychology) programme in Human Resource Development and Management in the Ninth Plan period. This programme is, however, not being offered at the moment because of the shortage of faculty. It is also proposed to rename the programme, in view of the recommendation of the UGC, as Master in Human Resource Development and Management. The Department has implemented the concept of ‘Cafeteria choice’ courses/modules, credit courses in other departments and obligatory field studies in their Post-graduate programme. The Regional Learning Resource and Documentation Centre, which was set up by the Department in the Ninth Plan period, is to be further strengthened in the Eleventh Plan period.
The university has established an autonomous Centre of Behavioural and Cognitive Sciences under the University Grants Commission scheme of UPE during the Tenth Plan. Specialists from Cognitive Psychology, Computer Science, Linguistics, Neuro- Science, Philosophy, and Psychology work together in the Centre to offer Masters and D. Phil courses in Behavioural and Cognitive Sciences.
The Geography Department has created a modern Remote Sensing and Geographical Information System (RS/GIS) unit (as a Central facility) during the Ninth Plan, for research, database development and the conduct of a Post-graduate Diploma course in RS/GIS.
The Department of Economics has been given a ‘Chair’ by the Planning Commission to promote research in the field of planning and development. The syllabi incorporate teaching and research in Environmental Economics and the economic and societal impact of globalisation on India, with particular emphasis on projects/studies on its social, political, legal, and cultural aspects. The research base is being further strengthened by the upgrade of the Statistics Laboratory. The department has introduced a one year Post-graduate Diploma Course in Foreign Trade.
The salient features of the application of ICT in the University are as follows:
  • Computerisation was applied to the admission and examination processes in the mid-1980s and these processes are now completely computerised. Computerisation has been extended, mainly through the Administrative Computer Centre (established in 1984), to establishment records and procedures, finances, accounts and examination records. Work is under way to computerise the proceedings and records of University bodies, student records, the management of academic and research activities, personnel management, and other fields of academic and administrative functioning. The administrative units now have their own dedicated computer systems that are being linked up through the campus-networking project.
  • The University Computer Centre (UCC) was instituted in the early 1980s with UGC assistance as a central unit for researchers requiring EDP facilities and for imparting training/experience in computer methods to faculty, research scholars, and students. There has been regular upgrade of the UCC, and it is now also being used to provide familiarisation/training to staff in the use and application of computers. The Institute of Professional Studies is conducting similar programmes of computer education for students as short-term modular courses.
  • Most of the Science Faculty Departments, as well as some of the Social Science/Management Departments have been equipped with computer systems by the end of the Eighth Plan, and the objective of the Ninth Plan to upgrade existing systems and provide computer systems to the remaining Departments has been largely achieved. The Departments are using their ICT facilities for research as well as teaching activities.
  • During the Ninth Plan, the university established the Central Internet Access Facility (CIAF) and commenced the networking of the Departments and other academic/research/administrative units. Networking between the Departments and units in the Arts, Science, Commerce, and Law Campuses has almost been completed. This project will realise the objective of optimum sharing of departmental resources and enable cost-efficient global access (through the CIAF) for academic and research work.
  • The programme of computerisation and global networking of the Central, Faculty, and Departmental Libraries has moved beyond the planning stage. An Electronic Library is being planned.
  • The university has proposed to institute Web-based education programmes, initially through modular professional courses for graduates and then with specially designed courses on Indian Culture, Archaeology and other areas involving several Departments.
The university emphasises ‘outreach’ programmes. Such programmes envisage the integration of extension with research proposals and teaching curricula. The purpose is to involve the University departments in serving the developmental and other needs of the community. The university co-operates with government agencies and NGOS in extension initiatives. Efforts are also underway to establish linkages with the corporate world and impart training to the students in areas of mutual interest.

Affiliation: Acceptance and Revocation :

There has been much controversy related to the merger of the Motilal Nehru Medical College with the University. This has, however, been resolved. The Honorable High Court of Allahabad, has recently passed an order directing that integration of the Medical College with the University be completed by October 1, 2006. The affiliation of the S. P. Mukherjee Government Degree College with the University has yet to be finalised because of the objections raised by the Government of Uttar Pradesh.
Unfortunately, Harish Chandra Research Institute of Mathematics and Mathematical Physics, Allahabad and Kamla Nehru Post-Graduate Medical Institute, Allahabad have sought to revoke their affiliation from the University. The same has been endorsed by the Executive Council of the University. (Further action in this matter would be taken once the Honorable President of India, the Visitor of the University, gives his consent to the recommendation of the University's Executive Council).

Apart from its significant holdings of books, journals and other documentary materials, the library has collections of rare objects of historical value and considerable research/archival importance, such as: A good collection of Coins of the Medieval and early Modern periods of Indian History, and antique Manuscripts (presently stored in three large almirahs) as well as Documents, which are proposed to be photographed and catalogued for ready availability to researchers. The Manuscripts/ Documents include the valuable items i.e.  some original Farmans of Mughal Rules;a copy of the Tripitaka written in the Burmese script on gold-plated metal strips; considerable collection of  First Editions of books of great antiquarian value .
Dewey Decimal Classification Scheme (DDC) and Anglo American Cataloguing Rules-2nd edition (AACR-2) are followed for the purpose of classifying and cataloguing the documents. Creation of database of documents is in progress using LIBSYS-4 software. Creation of database of Ph.D. thesis is completed. Record of about 75,000 books has also been created. Digitalization of old documents is in progress. We have already digitalized approximate 25,000 (twenty five thousand) books under Government of India UDL project being carried out at IIIT, Allahabad. Efforts are being to develop a digital library lab with sufficient equipments for digitalization of documents as well as management and access of e-resources.

Library Rules :

  1. Entry by Identity Card.
  2. Every member must sign the Register available at the entrance.
  3. Personal printed reading materials are not allowed inside the library.
  4. Personal belongings like bags, umbrellas, personal books etc. are to be kept at property counter against token.
  5. Library reserves the right to check the contents of the items deposited at the property counter.
  6. In case the property counter token is lost, the deposited article may be claimed with proper identification after producing a written request with a fee of Rs. 5/-
  7. Outsider can consult the library for research purpose after producing letter of introduction from Supervisor/ Head of the Dept.
  8. Photography, smoking, sleeping, use of cell phone and talking loudly are strictly prohibited. in the library
  9. Readers should not mark, underline, dog-ear mark, write, tear pages or damages the library documents.
  10. Dissertations/theses can not be Xeroxed.
  11. Strict silence and discipline must be maintained in the library
  12. Members should behave in a reasonable and seemly fashion in the library and must not damage library property or disturb other readers
  13. Readers should not spit in any part of the library
  14. Newspapers and magazines must be read only in the library on  specific tables and should not be taken to other reading areas
  15. No library material can be taken out from the library without permission
  16. Readers should not shelve books and periodicals as that disturb the prescribed order
  17. Notices, publicity materials/wall writing etc. are not allowed in any part of the library building.
  18.  Members leaving the library should show the material borrowed or taken out of the library by them to the Security Guard for checking purpose
  19. Anyone who violates the rules and regulations of the library would be liable to lose the privilege of library membership.

Services :

Membership: Library membership is open to the member of the university community (i.e. teachers, officers, research scholars, students and other employees of the university). Consultation facility is also provided to the teachers and research scholars of other universities and colleges, on production of proper identity /recommendations from concerned authority.

Working Hours: Library is kept open from 8.00 AM to 8.00 PM on 6 days as a week except on Sundays and holidays.

The central library provides different types of library services to its users. These may be summarized as:

Hostel :

Residential facilities are available to students in University Hostels (maintained and managed by the University) and Recognised Hostels (maintained and managed by Private Trusts, and recognised by the University). The Dean of Students Welfare has a general co-ordinating, monitoring and advisory role in respect of the Hostels. 
The Hostels have, in general, provisions for a Common Room (with a stage and various recreational amenities), Libraries and Reading Rooms, Dining Halls and Lawns as well as facilities for indoor games and playing fields/courts for outdoor games, and seek to provide facilities, opportunities and ambience for a vibrant corporate life and creative self-expression for their members, which include the resident students as well as non-resident Attached students. The Hostels also have provisions for elected or nominated student office-bearers (such as the General Secretary, the Social Secretary, the Library Secretary, etc) and nominated student Prefects. From the Session 1999-2000, admissions to the University Men’s and Women’s Hostels have been centralised, while the recognised Hostels have continued with their own procedures for admission. The resident and attached students are governed by prescribed Rules.
Of the ten University Hostels, six are for men, three for women and one (the International House) for Foreign (male) students. Each University Hostel is under the overall supervision of a Warden and is administered (except for the International House) by a Superintendent. There is provision for one Assistant Superintendent as well for each of the University Women’s Hostels. The Wardens and Superintendents are appointed by the Vice-Chancellor, with the approval of the Executive Council, from amongst the serving teachers of the University. The Assistant Superintendents (if any) are appointed by the Vice-Chancellor on the recommendation of the Warden, also from amongst the serving teachers of the University.
The six Recognised Hostels include three Halls (i. e. Hostels which are empowered to provide Tutorial instruction to their inmates, and are therefore also called University Colleges, as distinct from the Associated Colleges). Each Hall has a Principal (who is often also the Warden of the residential wing) and a Superintendent (who may be chosen, though not mandatorily, from amongst the teachers of the University. The other Recognised Hostels have a Warden and a Superintendent each, who are not necessarily University teachers. A new University Hostel for male students of professional Post-graduate courses and Research programmes (the Narendra Deva Shatabdi Hostel) is in an advanced stage of construction, and a new residential facility, proposed for the UGC Centre of Behavioural and Cognitive Sciences (under the Scheme for Identifying Universities with Potential for Excellence) will include units for Post-graduate and research students of the Centre.

The University has one guest house. The guest house is located near the Commerce Campus. The Guest House has altogether 18 A/c Suites with a telephone and a TV in each room. VIPs, Institute guests and invited guests are usually accommodated here. Out of which 18 are Suites, 24 Air-conditioned rooms and 42 Non-airconditioned rooms. This guest house is used for accommodating participants attending seminars and short-term courses and other official visits. Parents visiting the institute to meet their wards can also avail accommodation Guest House.

Vice-Chancellor :

The Vice-Chancellor shall be the principal Executive and Academic Officer of the University and shall exercise general supervision and control over the affairs of the University and give effect to the decisions of all the authorities of the University.   • The Court :

    The Court shall consist of the following members:

     B)    Representative of the Academic Staff
    i)                    5 Professors, 3 Readers and 3 Lecturers from among the University appointed teachers of the Faculties, to be selected by rotation in the order of seniority.
    ii)                  1 Professor, 1 Reader and 1 Lecturer from among the University recognized teachers of the University Colleges, to be selected by rotation in the order of seniority.
    iii)                2 Professors, 2 Readers and 2 Lecturers from among the teachers of the University Institutes, to be selected by rotation in the order of seniority.
    iv)                2 Professors, 1 Reader and 1 Lecturer from the University recognized teachers of the Constituent Institutes, to be selected by rotation in the order of seniority.
    v)                  6 persons from among the University recognized teachers of the Constituent College, to be selected by rotation in the order of seniority, of whom at least 2 shall be lecturers.
     C)    Representatives of Students
    1 student from each group of subject assigned to the faculties who having secured the highest marks in that group of subject at the preceding degree examination of the University, is pursuing a course of study for a post-graduate degree in the same group of subjects in the University or in a College or in a Institution maintained by the University or admitted to the privileges of the University (Provided that a representative of students shall no longer continue as such representative on the termination of his enrollment as a student.
    D)    Representatives of registered graduates
    10 representatives of the registered graduates, not being persons in the service or students of the University or an Institution maintained by or admitted to the privileges of the University or a member of the management of such Institution, to be co-opted by the Court in accordance with the procedures laid down in the regulations.
     E)     Representatives of the Parliament:
    3 representatives of parliament to be elected, 2 to be elected by the Lok Sabha from amongst its own members, in such manner as the Speaker  may direct, and 1 to be elected by the Rajya Sabha form amongst its own members, in such manner as the Chairman may direct (Provided that consequent upon a member of Parliament becoming a Minister or Speaker/Deputy Speaker, Lok Sabha or Deputy Chairman, Rajya Sabha, his election to the Court shall be deemed to have been terminated.
     F)     Nominees of the Visitor, the Chief Rector and the Chancellor
    i)                    persons representing learned professions and special interests, including representative of Industry, Commerce, Labour and Agriculture, to be nominated by the Visitor
    ii)                  2 eminent educationatists to be nominated by the Chief Rector
    iii)                3 persons of distinction in public life, to be nominated by the Chancellor
                 The term of office of the members of the Court under sub-clauses A, B, E and F shall be of three years and under sub-clauses C and D thereof shall be of one year.
                Twenty-Five members of the Court shall form a quorum for a meeting of the Court.
     
  • Executive Council :   The Executive Council shall consist of the following members:-
    1. the Vice-Chancellor;
    2. the Pro-Vice-Chancellor, if any;
    3. three Deans of Faculties to be selected by rotation in which the Faculties are enumerated in clause (1) to statute 14;
    4. one Director of a constituent Institute to be selected by rotation in the order of length of substantive service as such Director;
    5. one Principal of Constituent College to be selected by rotation in the order of length of substantive service as such Principal;
    6. two Professors, two Readers and two Lecturers from among the university appointed teachers, to be selected by rotation in the order of seniority;
    7. one person from among the University recognized teachers of University Colleges to be selected by rotation in the order of seniority;
    8. two persons from among the University recognized teachers of Constituent Institutes, to be selected by rotation in the order of seniority of whom at least one shall be a Lecturer;
    9. three persons from among the University recognized teachers of Constituent Colleges to be selected by rotation in the order of seniority of whom at least one shall be a Lecturer;
    10. four persons to be nominated by the Visitor;
    11. one persons of academic eminence to be nominated by the Chief Rector; and
    12. One person of academic eminence to be nominated by the Chancellor.

    The term of office of members of the Executive Council under sub-clauses (c) to (g) of clause (l) shall be two years and of members under sub-clause (h) to (j) thereof shall be three years..No person shall continue to be a member of the Executive Council in more than one capacity and whenever a person becomes such member in more than one capacity he shall within two weeks thereof intimate to the Registrar in writing as a to the capacity in which he desires to be such member and vacate the other seat, failing which the seat held by him earlier in point of time shall be deemed to have been vacated.Seven members of the Executive Council shall form a quorum for a meeting of the Executive Council.
  • Academic Council :

    1. The Academic Council shall consist of the following members, namely :
    1. the Vice-Chancellor;
    2. the Pro-Vice-Chancellor, if any;
    3. the Deans of the Faculties;
    4. the Dean of the Research and Development;
    5. the Dean of Students Welfare;
    6. the Dean of College Development;
    7. the Librarian;
    8. such Heads of Departments, Directors of University Institutes and Heads of Centers not comprised in any University as are not members under sub-clauses (b) to (f);
      Provided that where a subject assigned to any Faculty in mot placed any Department the Chairman of the board of studies of subject shall be a member of the Academic Council in case he is not already a member under sub-clauses (b) to (g);
    9. One Professor, one Reader and one Lecturer from each Faculty selected by rotation in order of seniority of Professors, Readers or Lectures as the case may be, of the concerned Faculty;
    10. The Directors of the Constituent Institutes;
    11. One Professor (not being director) of each Constituent Institute selected by rotation in order of seniority;
    12.  Two Principals of constituent Colleges selected by rotation in order of length of substantive service as Principal;
    13. Two members of the academic staff (not being principals) of constituent Colleges from each group of subjects assigned to a Faculty of the University selected by rotation in the order of seniority as such members of the academic staff of the concerned group of subjects; and
    14. Five persons not being persons of academic excellence in the service of the University or a college or an institution admitted to the privileges of the University, to be co-opted by the Academic.
              2.The term of office of members (other than ex-officio members) of the Academic
                  Council shall be three years.
             3.Twenty-five members of the Academic Council shall form a quorum for a meeting 
                of the Academic Council.
  • Finance Committee :

    1. The Finance Committee shall consist of the following namely:-
      1. The Vice-Chancellor;
      2. The Pro-Vice-Chancellor;
      3. Three persons to be nominated by the Executive Council, out of whom at least one shall be a member of the Executive Council; and
      4. Three persons to be nominated by Visitor.
    2. Five members of the Finance Committee shall form a quorum for a meeting of the Finance Committee.
    3. All the members of the Finance Committee other than Ex-officio members shall hold office for a term of three years.
