Hidayatullah National Law University ( HNLU )  is a university in New Raipur, Chhattisgarh, India, named after former Chief Justice Mohammad Hidayatullah. It is one of the esteemed national law schools established in India. It was established as a centre for legal excellence by the Government of Chhattisgarh under the Hidayatullah National University of Law, Chattisgarh, Act (Act No.10 of 2003). HNLU being one of the most prestigious centres for legal education in India offers innumerable opportunities for the students to interact with academicians, lawyers, Judges, firms, banking and other related institutions. The University offers B.A. L.L.B. (Hons.). L.L.M., and Ph.D. degrees. It is a residential University and is sixth in the series of National Law Schools in India. HNLU has been included in the list of the Universities maintained by the University Grants Commission under Section 2(f) of the UGC Act, 1956 and has been declared fit to receive Central assistance in terms of the rules framed under Section 12 (B) of the UGC Act, 1956

Previously, the University ran from a classical heritage building adjacent to the Raj Bhawan in the heart of the city. From the academic session 2009-2010, the University has started functioning in the newly constructed campus at village Uperwara, about 22 km from the City Campus. The sprawling new campus is built over 65 acres (260,000 m2) of land abutting a beautiful lake and is located in a serene and pollution free environment. The academic block consists of three-storied library with air conditioned reading hall and a fully air- conditioned computer lab equipped with 150 computers. The academic block also houses the State-of-the-art Moot Court Halls carefully designed to match the standards of the Hon'ble Supreme Court of India and the High Courts. The entire campus is Wi-Fi enabled.
The air-conditioned class rooms fitted with modern teaching aids such as DLP Projectors, Interactive Boards, etc. create quality academic environment. It also has a state of the art Conference Hall and an aesthetically designed amphitheatre. The Halls of Residence at the new campus have been constructed to provide single room accommodation to each student.

Objectives

HNLU has been established by the Government of Chhattisgarh to attain among others, the following objectives:
  • To advance and disseminate learning and knowledge of law and research and with a view to ensure its proper role in national development
  • To develop among the students and research scholars a sense of responsibility to serve society in the field of law by developing skills in regard to advocacy, judicial and other legal services, legislation, law reforms and the like.
  • To prepare and train lawyers of national and international repute with high moral and ethical values;
  • To advance the professional education and also to provide adequate orientation and training to judicial officers and others who are involved in the administration of justice.

Courses and Curriculum

From the year 2008, admission to the Undergraduate Course and Maters programme of HNLU will be strictly based on the Common Law Admission Test, as per the Supreme Court of India's directives.
HNLU currently offers following courses :-
  • B.A., LL.B (Hons.) - Under Graduate Integrated Law Degree
  • LL.M - Master of Laws
  • Ph.D.

Integrated Law Course Design

Total number of semesters : 10
Total number of courses: 50 (Five in each Semester) (excluding the internship and court room exercises).
Normally students are required to work 40– 45 hours in a week. Unless otherwise instructed by the Faculty all courses other than Honours courses in the first three years are taught courses having a self-learning and small research project/paper writing and presentation component in it. In a taught course one credit shall mean one class hour and ½ to 1 hour self learning per week in normal condition. As such a 6-credit course means 6 ½ to 7 hours work per week. Optional and compulsory law courses are first-grade mixed courses requiring 1-hour class with 1-hour self-study. As such, each such course with 6 credits would require 6 class hours and 6 class hours of self-study, i.e., 12 hours of work per week.
Honours course is a mixed course of research and teaching. Teaching in honours course is not expected to be more than 25% to 33% of the entire teaching learning system. In Honours course one credit shall mean one class hour and 2 to 3 research hours per week in normal condition. Therefore 10-credit honours course may mean 3 class hours and 7 research hours or as instructed by the faculty per week. Each semester programme is for 15–18 weeks programme.
Core Courses: 6 each with 8 credit points: Political Science (2 courses distributed in Political theory; Political Obligations and International Relations); Economics (1 Course in Economics and law); Legal History (1 Course in History of Law and Institutions,); Psychology (1 Course) and Sociology (1 Course).

English: 2 courses, each course to have 6 credits. Long Law Courses: Four courses on Constitutional Law (2 courses) and Crime and Punishment (2 courses) each equal to 9 credits. Law courses: 26 courses
Compulsory Operational/Functional courses = 8 courses with 8 credit each in Moot court, Internship, Legal Aid and Rules of Courts (continuous process); Drafting and Pleading; Professional Ethics and Law relating to Legal Profession; Jurisprudence-I : Interpretation of Statutes; Civil Procedure; Criminal Procedure; Law of Evidence.
Compulsory Substantive law Courses = 18 courses with 8 credit each in Legal Method, Torts, Law of Contract, Family Law I and II, Jurisprudence II, Administrative Law, Company Law I and II, Property Law, Labour Law I and II, Public International Law, Law and Agriculture, Private International Law, Environmental Law, Consumer Protection Law, Commercial Transactions; Equity, Trust and Specific Relief.

Hostels

HNLU provides two separate hostels for girls and boys. Each hostel has two blocks which are connected to the mess. Students are allotted single rooms with quality furniture including a study table, a chair, a personal drawer and a cot. Every floor has a water cooler.There are 4 washrooms on each floor having 16 cubicles in total. The hostel premises and rooms are cleaned everyday by cleaning staff.
The hostels have a common room for TV and other creative activities. It also has a gym,an indoor badminton court and a TT table inside the hostel premises. There is a canteen within the hostel premises catering to the needs of students.A new canteen has also opened up near the college gate which offers the students a wide range of fast food and where the students can buy their daily supplies.

Library and Reading Room

The HNLU has a three-storied library with an air conditioned reading hall. The HNLU Library has adopted an open access system so as to make it easier for the readers to access to the library resources thereby saving precious time. The library has a large collection of law books, case law reports and journals. To assist the students and research scholars in locating their desired legal literature and other information, an efficient library automation system has been installed. Photocopying and printing facilities are available in the library.
The HNLU Library also conducts a library orientation programme for the fresh students to acquaint them with the library system, services and resources so that they may exploit the available resources for their maximum benefit.With strict library rules and regulations, it is ensured that the decorum in the library is maintained by the students at all times.
The library automation software also helps the staff in maintaining inventory and house-keeping jobs.The library is Wi-Fi enabled and a few P IV workstations have also been placed in the library hall. Students can browse online legal resources like West Law, Manupatra and offline legal resources like Grand Jurix.The library also provides the students with various daily newspapers, weekly magazines and other periodicals

IT Infrastructure

HNLU has a fully air conditioned Computer Lab with sufficiently large number of Desktop Computers with Internet connectivity. Computer Lab is at use useful for preparing their project reports and Memorials for Moot Court Exercises. All the legal databases are made available to the students of HNLU through CD-ROMs and subscription to Web based databases like Manupatra and Westlaw International, SCC Online, Economic and Political Weekly etc. Wi-Fi facility provides the students a wire free access to the web resources through their laptops. The Information Technology Committee, a student body, maintains the Computer Lab. The IT Committee helps students to procure their own laptop computers for the students at highly competitive prices. The lifestyle at HNLU requires every student to spend a considerable time at the Computer Lab.

Schools of Excellence

One of the features of HNLU is its Six Schools as Centres of Excellence in the respective fields and Six Units/Centres under each School with total of thirty six units. The six schools are:

Court Room Exercises and Moot Courts

In order to familiarize students with the workings of courts, the University conducts Court Room Exercises (CRE) and Moot Courts. These Court Room Exercises are an interactive method of teaching students and are frequently conducted in every semester. Students are also encouraged to participate in Moot Court competitions so that they get the chance to interact with other law students from all over the country.

The Moot Court Committee at HNLU stands as facilitator of the same in the university. With eight regular and eight co-opted members, it regulates mooting activities to meet the end. Additionally the committee is guided by the enlightening vision of the Faculty coordinator and three Faculty advisers. These members meet quite often to take all policy matter decisions.

The MCC has been entrusted with the job of notifying the students of upcoming Moot Court Competitions, conducting internal qualifying rounds, registration of the teams with organizers, etc. To encourage mooting culture in the University it advocates various academic exemptions. Recently the committee has expanded itself in the form of a blog to keep the students updated about the various notifications related to moots which keep coming to the University even during the vacations. Each year with the coming of new batch the MCC takes orientation program which entails introducing the mooting wheels to the freshers. It consists of demo moots, classes on researching skills, court manners, introductory mooting vocabulary etc. Various seniors who have previously brought mooting laurels to the University also oblige by sharing a tip or two.
The 2nd Justice Hidayatullah Memorial National Moot Court Competition was organised from 7th-9th March 2008.A total of 27 teams from all over the country participated in the competition. The competition was won by the team representing I.L.S., Pune while the Team representing N.L.U., Jodhpur was adjudged as the runners-up. The awards for the Best Oralist and the Best Memorial both went to the Team representing G.L.C., Mumbai.
The 3rd Justice Hidayatullah Memorial National Moot Court Competition, 2010 was held from 22nd October, 2010 to 24th October, 2010 at the HNLU campus.The event was organised by the University in association with the Competition Commission of India, the All India Bar Association, Chattisgarh Tourism and was sponsored by the law firms of J Sagar Associates and Khaitan & Co.More than 30 leading law schools from all over the country participated in this event making it a grand success.

Achievements

The students of HNLU hav participated and won many of the National and International Moot Courts. HNLU represented India in some of the prestigious International Moot Court Competitions like Manfred Lachs Space Law Moot Court Competition, Sydney, Australia;International Maritime Arbitration Competition, Sydney; Law Asia Moot Court Competition, Gold coast; Commonwealth Summer School, Dhaka; Commonwealth Summer School, Dhaka; Louis M. Brown Client Counseling Competition; Philip C. Jessups Moot Court Competition etc.

International
  • Won the Best Memorial Award at the Asia-Pacific Rounds of Lachs International Space Law Moot Competition.
  • International Red Cross Moot (International Round), 2010: The HNLU team qualified for the World Finals and thereafter went on to secure the Runners- Up position.
  • NALSAR NFCG Corporate Law Moot, 2010: The HNLU team was declared the Runners of the Competition and Karandeep Makkar of the team was adjudged the best speaker.
  • International Red Cross Moot (Sub-continent Rounds), 2010: The HNLU team which qualified the National Rounds through Henry Dunant Moot Court Competition, won the Sub-continent rounds of the International Red Cross Moot Court Competition and qualified for the International Rounds in 2011.
  • Manfred Lachs Space Law Moot Competition, Sydney, Australia, 2005 : Adarsh A. Varghese of HNLU was adjudged as the Best Oralist (Preliminary Rounds) at this prestigious competition conducted by the International Institute of Space Law. The Team composed of Adarsh A. Varghese, J Parthsarathi and Neil Padayatty was also one of the semi-finalists and was the only Indian team that advanced to the semi-finals.
  • International Maritime Arbitration Competition, Sydney 2005 :Amit Shankar of HNLU was awarded the Alexis Goh Trophyfor the Best Individual Performance.
  • Law Asia Moot Court Competition, Gold coast 2005: Debanshu Mukherjee was selected to represent India at the Law Asia Moot Court Competition held at Gold coast, Australia.
  • Following students were awarded scholarship from the European Union to attend the 2006 session of the Academy of European Public Law at Athens, Greece: (i) Abhishek Dubey; (ii) Adarsh A. Varghese; (iii) Anant Kaushik; (iv) Amit Barwa.
  • Commonwealth Summer School, Dhaka, 2004: Amit Shanker Singh and Debanshu Mukherjee were selected to represent India at the Commonwealth Summer School held at Dhaka, Bangladesh in December 2004. Amit Shankar was also awarded the Best Mooter Trophy at the Summer School.
  • Commonwealth Summer School, Dhaka, 2005: Again two students from HNLU Arvind V and R.P. Janani were selected to represent India at the Commonwealth Summer School 2005
National :
  • Bar Council of India International Law Moot Court Competition, 2011: Aishwarya Chandran, a member of the HNLU team at the competition, was adjudged the Best Female Oralist at the competition.
  • ULC Bangalore All India Moot Court Competition, 2011: The team composed of Saifur Rahman Faridi, Rimi Ghosh, and Amit Kumar won the Best Memorial Award. Also, Amit Kumar was adjudged the Best Researcher at the competition.
  • The NLIU-Juris Corp Corporate Law National Moot 2010 held at NLIU Bhopal: The HNLU team composed of Gaurav Dugar, Chanchal Aggarwal and Saksham Chaturvedi won the Competition.
  • Munroe E. Price Media Law National Moot Qualifier Competition held at NLU, Delhi: The team composed of Sindhura Chakravarty, Ayshwarya Chander, Punarva Gera with Aditya Kutty as their coach, stood as the 3rd Best Team and qualified to represent India at the Oxford Munroe E. Price Media Law International Moot to be held at Oxford University in March 2011.
  • Henry Dunant India Rounds-2010: The team composed of Guneet Ahuja, Anubhuti Mishra and Garima Mitra won the National Runds and qualified for the Sub-Continent Rounds.
  • 4th Amity National Moot Court Competition New Delhi, 2005: Anand S. Jha was adjudged as the Best Student Advocate at this Moot Court Competition conducted by the Amity Law School.
  • Louis M. Brown Client Counseling Competition New Delhi, 2005 : The HNLU Team was Runner's Up in the Competition.
  • K.L.E. Society's League of Mooters Moot Court Competition, 2005 : Team was the Runners' Up and it also won the Best Memorial Award in this competition.
  • Philip C. Jessups Moot Court Competition, 2005: won the Third Best Team trophy as well as the Second Best Memorial Award at the national rounds.
  • CUSAT Moot Court Competition, 2004 : The HNLU team won the Best Memorial award
  • The National Human Rights Moot Court Competition 2004 : The HNLU team won the 2nd Best Memorial award.
  • The S.C. Javali Memmorial Moot Court Competition 2006 : The HNLU team won the Best Memorial award.
  • Mayank Mishra was adjudged as the 2nd Best Speaker at the Seminar on Solid Waste Management held at Madurai, Tamil Nadu in February 2005. Mayank also won a consolation prize in the Essay Writing Competition organized by Jain Associates, Meerut in December 2005.
  • Xth all India Moot Court Competition, University Law College, Bangalore : The team of Hidayatullah National Law University, Raipur has won the Runner’s UP Trophy.
  • “Jus Amicus” National Moot Court Competition, 2007, Bharathi Vidyapeeth, Pune. The HNLU team won the Runners Up Trophy. Saloni Bajaj was adjudged as the best lady advocate of the competition.
  • 14th Stetson International Environmental Moot Court Competition, North India rounds: Ms. Avani Bansal won the best speaker, and Mr. Debjyoti Das the second best speaker. The team also won the fourth best memorial.
  • Amity Law School National Moot Court Competitions: Avani Bansal also bagged the best advocate and the Best Lady Advocate award. The HNLU team stood second on the Best Memorial list.
  • 9th Surana and Surana International Technology National Moot Court Competition held at Symbiosis Law School, Pune: Aditya Kutty bagged the Third Best student advocate award.

The Student Bar Association

The Student Bar Association (SBA) at HNLU is the representative body of the students and maintains the highest degree of professionalism and ethics. The Association comprises twelve students who are the conveners of the twelve committees of the University. A President and a Vice-President are then elected from amongst these twelve members. The members and officers of the Association hold office for a year. The Association is responsible for making all decisions affecting the students and makes suitable recommendations to the Vice-Chancellor. The Association also coordinates and supervises the activities of all the committees at the University. The HNLU Students Bar Association consists of twelve Committees viz. Moot Court Society, Legal Service Society, Literary and Debate Society, Library Committee, I.T. Committee, Public Relations Committee, Disciplinary Committee, Mess Committee, Halls of Residence Committee, Cultural Committee, Students Editorial Board and Sports Committee. Each Committee has a convener and co-convener. Each Committee has at least two faculty advisors. The President and Vice President of the Student Bar Council are elected by the conveners of the committees. This is a professional body maintaining the highest professional integrity and skills.
