The West Bengal University of Technology, commonly referred to as WBUT or UTech, is a public state university located in the suburban satellite township of Salt Lake City, Kolkata, West Bengal, India. The university primarily provides programs in multidisciplinary fields like science, technology and management.
Funded initially by the Government of West Bengal, UTech is set to become a "Center of Excellence" in multidisciplinary science and technology areas, in studies and research. It provides facilities for the pursuit of degree and advanced-level courses in management, paramedical and other professional areas through its affiliated institutions. The University has been accorded the affiliating University status with its jurisdiction encompassing the entire state of West Bengal.

History

The Government of West Bengal set up an expert Committee on December 31, 1998 under the chairmanship of Dr. Ashesh Prasad Mitra, Scientist Eminence, to explore the necessity and scope for the establishment of a district Engineering and Technology University in the state of West Bengal. Following their review, they decided that existing and forthcoming engineering and technology colleges needed the guidance of a Technological University for the growth and improvement of technological education.
The West Bengal University of Technology (WBUTech) came into existence on August 5, 2000. It started functioning with the assumption of office of the first Vice Chancellor on January 15, 2001 as a sequel to the promulgation of the West Bengal University of Technology Act 2000; under the West Bengal Act XV of 2000 passed by the West Bengal Legislature and published in the Calcutta Gazette (Extraordinary) vide Publication dated July 20, 2000. The Act contemplates a General Council (GC), an Executive Council (EC), an Academic Council (AC), Finance Committee and an Advisory Council as its regulatry and advisory bodies. His Excellency, the Governor of the state of West Bengal would be the ex-officio Chancellor of the University.
The University functions through an Advisory Committee constituted by the Chancellor under the advice of the Government of West Bengal, as per the provisions of the Act.

Mission

    To organize undergraduate courses of study in engineering and technology,
         especially  in merging  technologies.
    To organize post-graduate programs in basic and applied sciences, engineering,          
         technology and in such other branches of knowledge as the University may deem
         fit, specially with a view to producing scientists, technologists and managers of a
         high calibre, capable of contributing towards the development of industries based          
         on modern technologies. This would be achieved in collaboration with the
         industry, as well as, national and international research laboratories and
         academic institutions.
    To develop centres of excellence for higher studies and research in basic and
         applied sciences, engineering, technology and management education.
    To accord affiliation and to provide academic support and guidance in science,
         engineering,  technology and management, to institutions within the jurisdictions
         of the University.
    To create awareness in key areas of environmental science, conservation of
         energy and resource, information technology and biotechnology.
    To organize distance education programs aiming at establishing a virtual
         University.
    To organize continuing education programs for updating the knowledge and skills          
         of working professionals.
    To organize and offer consultancy services to the industry and other organisations          
         desiring such assistance.
    To undertake such other activities as may be necessary, to fulfill the mission of
         sustaining the  emerging areas of science and technology.

The Campus

The University, which began operating from the West Bengal State Archives Building located at 43, Shakespeare Sarani, Kolkata 700 017, has been allotted a 3-Storied building as a campus at BF-142, Sector II , Salt Lake City (formerly the premises of the Bidhannagar Govt. College), with an area of 45,000 sq.ft. The process of shifting the academic programs and administrative functions of the University to this campus is currently underway.
The University would have a permanent main campus of approximately 100 acres of continuous area, which would be provided by the Govt. of West Bengal. As a part of the main campus, it has presently been allotted 40 acres of land on the NH-34 at Haringhata near Kalyani. The Boundary wall for the allotted land has been taken up in the first stage of construction and the University is in the process of appointing an architect consultant for the master plan and other associated development of the site. The date for laying the foundation stone for the main campus is tentatively slated for the month of January 2002.

Faculty & Staff

The University has approached the Government of West Bengal for the urgent creation of faculty positions, numbering 18 faculty members, to be recruited over the next three years. The financial support envisaged from the Govt. of West Bengal is for the initial period only, as the University would be able to sustain itself in the future through its own earnings under self-financing schemes. At the moment, all appointments to the University are through deputation, with a total of 17 staff members, including 4 statutory officers and support staff.

Funded at the initial stages of its formation by the Government of West Bengal, the UTECH is set to become a Centre of Excellence in multidisciplinary science and technology areas of topical importance, in studies and research, in addition to providing adequate facilities for the pursuit of degree and advanced-level course in management, paramedical and other professional areas through its affiliated institutions. The University has been accorded the affiliating University status with its jurisdiction encompassing the entire state of West Bengal.

Admission

    Admission to the under-graduate BTech / BPharm / BArch programs of the University,
    are based on the merit standing of applicants in the JEE conducted by the Govt. of  
    West Bengal.
    Institutional tests are conducted for admission to Management programs and all-India   
    entrance tests for Post-Graduate programs.

Academic Activities


The University commenced its academy programs through affiliated Institutions in July 2001. The classes for the first batch of students for the year 2001-2002 commenced from August 27.

The first semester exams of the University started from January 2, 2002 and classes for the 2nd semester would commerce from January 11, 2002. Altogether, the University has offered 21 courses in the current academic session.

The University plans to introduce Post-Graduate Degree and Diploma courses in the following areas with effect from July 2002, subject to the creation of adequate infrastructual facilites:

The approval for the creation of an Advanced Centre in Bio-Technology at the University premises is under the active consideration of the Government of West Bengal. The Department of Bio technology, Govenment of India, is likely to provide supporting grants to the University, under the development scheme for the proposed program in Bio-Technology. This would be a part of the Universitiy's identification as a regional Biotechnology center.

Objectives & Special Features

The Government of West Bengal passed the West Bengal University of Technology Act, 2000, to materialize the recommendation of Expert Committee.

The Committee envisioned, four Schools of Study to cater to the emerging, needs of higher learning:

              The School of Applied Sciences
              The School of Engineering and Technology
              The School of Management
              The School of Advance Interdisciplinary Study and Research.
The University would strive to emerge as a Centre of Excellence for advanced study and research in basic and applied sciences, engineering, technology and management. To realize this mission, the University structure and programs would have certain distinctive features:

             Post-Graduate study and research would be emphasized for the
                grooming of scientist engineers  and technologists.   
            The management system of the University would be compact and
                responsive to global  changes  in technology.
           The University would have intimate and collaborative linkages with
                national and international  research institutes, universities and the
                industry.
           Functions related to affiliated technical, engineering and management 
                institutes would be managed under a Pro-Vice Chancellor,so that such
                functions did  not  hamper the higher academic activities of the University.
           The teaching staff would include, beside the core faculty, visiting faculty,
                adjunct faculty members and distinguished visitors  from the industry and  
                front line academic and research  institutes of country and abroad.
                In addition, there will be doctoral fellows attached to the University.
            The University would have an International Centre to organise national
                and international seminars, as well as, conferences and lectures by
                International experts in different fields of  sciences and technology.
            The University would organise appropriate programs to generate its 
                own resources.

Genesis

The Government of West Bengal set up an expert Committee on December 31, 1998 under the chairmanship of Dr. Ashesh Prasad Mitra, Scientist Eminence, to explore the necessity and scope for the establishment of a district Engineering and Technology University in the state of West Bengal. Following an in depth review of the status and issues of technical education at the degree and higher level in the country and in the state of West Bengal, the committee observed that the facilities for technical education at the degree level in West Bengal required enhancement. The existing and forthcoming engineering and technology colleges badly needed the support and guidance of a full-fledged centralized Technological University for the growth and improvement of quality technological education.
To achieve self-reliance the country requires centres of excellence for evolving world-class technology.The Committee set twin objectives for a separate Technological University in the state of West Bengal:
         To serve as a centre of excellence in teaching and research , and
         To provide affiliation to engineering, technological and management
              institutes.

Affiliated colleges

The university does not release any ranking in terms of excellence as far as its affiliated colleges are concerned. However, the popular daily newspapers like The Telegraph does guide new engineering aspirants by listing the better colleges of the university.
